HDMI Phase II

1.0 Introduction

The Federal Ministry of Works (FMW) under its statutory responsibilities over Federal Road Network, introduced the Highway Development and Management Initiative (HDMI) to attract sustainable investment and funding in the development of road infrastructure and maximization of the use of assets along the Right of Way (ROW). The rationale behind the private sector engagement is to provide alternative source of financing road development and management in the country. The first phase of the initiative entailed the concession of 12 Federal Highway Corridors, Nine (9) of which have attained Commercial Closes. Nigeria has the world’s largest population of people of African origin with about 215 million inhabitants. It is also Africa’s largest economy with a vast land area that is connected by over 36,000km of Federal road network. This has served as a significant tool for economic development over the years. The FMW has been constrained in fulfilling this remit of road development and management due to financing constraints. The FMW in line with global best practices has established a Public Private Partnership (PPP) model where private partners can tap into the numerous commercial opportunities available along the Nigerian highways. The PPP model involves concessioning the Right of Way of highways to technically and financially capable private companies who would manage them and develop the road furniture along the route. The successful implementation of this initiative would spur economic growth in the country. It will bring about meaningful development as well as open up various regions to new markets, thereby creating thousands of jobs and new businesses.
The 2nd Phase of the Initiative is to be procured via a Competitive Dialogue process. The terms and conditions for project implementation with selected concessionaires will be set out in the Concession Agreement to be mutually negotiated.

2.0 Project Objective

The overall objective of the selection process would be the successful procurement of concessionaires with the technical competence, managerial capacity, and financial resources to expand, re-align, rehabilitate, operate, and maintain the road infrastructure for defined concession tenor for the optimal benefit of the country. The FMW invites interested firms/consortia to participate in a value-added concession initiative. The initiative entails expansion (including interchanges where necessary) and rehabilitation of the entire right of way whilst maximizing its economic viability to ensure the long-term sustainability of the initiative.

3.0 Project Scope

The main scope of the HDMI projects for the 2nd Phase of the PPP scheme includes the expansion, realignment, rehabilitation, and maintenance of the existing road pavements and bridges; construction of interchanges and pedestrian crossings; construction and operations of tolling facilities; installation of weighbridges and operations; installation and operation of intelligent traffic systems for highway remote monitoring; physical patrol of the highway, provision of towing services, ambulance service, Trailer Parks and refuse management. Work must be done in accordance with the Nigerian and globally accepted standards & and specifications. Others include the provision of directional signages, rest areas, highway illumination, etc.

5. Central Clearing House (CCH) Toll Operating System

Concessionaires under the HDMI programme would be required to integrate their Toll Systems with that of the Ministry’s Central Clearing House (CCH). The CCH is required to provide efficient toll collection, accountability, and visibility to the FMW of the toll operations as well as ensure uniformity and interoperability. The rationale is to implement a standardized Tolling System that allows for the free flow of traffic across multiple toll roads and seamless processing of the toll transaction, thereby ensuring the continuous operation and maintenance of the roads.
